Itachi made his up to Jonin iirc (pretty sure that is a prereq for Anbu),, more importantly, future Naruto definitely says what...? Since at end of Shippuden isn't Naruto still a Genin since he never goes through another Chuunin Exam? Most of the cast later pass off-screen, but Naruto is always off Sage-training when they occur

Edit: Made a mistake on requirements to join Anbu, there are none... They are also unranked so operatives are not Genin anyway...
PS. Shisui was also a Jonin
